On Dominica the local SIM wins on price, and by more than on most of its neighbours. Digicel's prepaid range, sold as Prime Ultra, gives a week of unlimited any-use data with unlimited local calls for EC$40, which is 14.81 US dollars at the East Caribbean dollar's fixed rate of 2.70. Three days cost EC$18 and a single day EC$8. No travel eSIM for this island comes close: the cheapest, Nomad, charges 19 dollars for 5 GB. The complication is geography. Four of Digicel's six listed outlets are in or near Roseau, one is at Picard near Portsmouth, and the one closest to Douglas-Charles airport is a small dealer in Weirs, Marigot that closes at 4pm and does not open on Saturdays.
So the real question on this island is timing. If you land at Douglas-Charles in the afternoon and drive straight over the mountains, you will probably not reach a store until the next morning. The Dominica eSIM guide covers the arrival side of that trade, and this page covers the counter.

Digicel Prime Ultra, Priced in EC Dollars
Digicel Dominica publishes its prepaid plans on its own site, and in September 2026 the lineup had an unusual feature for the region: the short plans advertise unlimited any-use data rather than a gigabyte figure. Here is the sheet as listed, with US dollar equivalents at 2.70.

The 7 Day plan is the one to buy for almost any visit, and Digicel itself tags it as the most popular. Two of them back to back cost EC$80 for a fortnight, which beats the EC$70 fourteen day plan only if you value unlimited data over a 30 GB cap, and for most visitors 30 GB is more than enough. For a month, the EC$120 plan with 50 GB is the clear choice. The international minutes to France are a small but real bonus if you are calling ahead to a hotel in Guadeloupe or Martinique.
What unlimited means here
Digicel's published Prime Ultra terms, last updated in October 2025, explain rollover and app allowances but we could not find a stated fair use limit or throttle on the unlimited any-use data. That does not prove there is none. Ask at the counter whether speeds drop after heavy use before you plan to stream all week, and treat the unlimited label as generous rather than infinite.
You can buy and renew these plans from credit on the phone by dialling *140#, through the MyDigicel app or website, or at a store. Unused any-use data on a renewed plan rolls over, up to a cap of 200 GB, while social and entertainment allowances do not.
Flow's Always On Plans and Older Data Bundles
Flow is the other operator, the former Cable and Wireless and LIME business, and on Dominica it sells prepaid plans in 1, 3, 7 and 30 day lengths under its Always On name. Flow describes them as including unlimited Flow to Flow calling, a pot of minutes to other networks and abroad, and SWIFT messaging, its term for chat on Snapchat, WhatsApp, Instagram, Facebook and Twitter, which does not count against the main data allowance but is subject to a 1 GB fair use limit per plan. The plan page is headlined with allowances from 2 GB to 40 GB.
We could not read Flow's current prices. Its Dominica plan cards are published as images rather than text, and the prices did not appear in any form we could verify on 21 September 2026. Rather than guess, we have left them out, and you should ask for the current sheet at the counter.
Older standalone data bundles for Flow Dominica are still listed by third-party top-up sites, and they give a sense of why Flow has not been the value option here. These figures are undated and unconfirmed by Flow, so treat them as indicative only.

If those bundles are anywhere near current, Nomad's eSIM, which runs on the same Flow network, is cheaper for any serious amount of data: 3 GB for 16 dollars and 5 GB for 19. The simple reading is that Digicel is the local card to buy for data, and Flow is best bought as an eSIM if you want its network.
Flow's Travel Pass
Flow's FAQ mentions a 500 MB Travel Pass at 15 US dollars, or EC$45, for customers who need data while roaming. That is expensive per megabyte, and it is aimed at residents travelling out rather than visitors. For a hop to the French islands, the options in the last section of this page are better value.
Every Digicel Outlet on the Island, With Hours
Digicel's store locator lists six places in Dominica. They are the only outlets we can confirm sell new SIM cards, as opposed to the many shops that sell top-up credit. Note how Roseau-heavy the list is, and how short the Saturday hours are.

None of the six opens on Sunday. For a visitor, Fone Shack on King George V Street is the most forgiving option, because it is the only one that keeps full hours on a Saturday, closing at 6pm. The Picard branch inside the Whitchurch supermarket suits anyone staying around Portsmouth, the Cabrits or the Indian River, and saves the long drive south.
Near the airport, but only on weekdays
Ti Cadeau in Weirs is the Digicel outlet closest to Douglas-Charles, in the Marigot area on the Atlantic side. It closes at 4pm and lists no weekend hours at all, and it is a small dealer rather than a flagship store, so confirm it has SIM cards in stock before you detour. We found no evidence of a SIM counter inside the Douglas-Charles terminal itself, and one widely used prepaid SIM reference says neither Dominican airport sells cards.
Flow has retail in Roseau as well, but its store finder did not return Dominica locations when we checked, so we cannot list addresses with confidence. Ask your guesthouse, which will know the nearest one.
What Happens at the Counter
Buying a prepaid line on Dominica is quick, but there are a few things that trip visitors up.
Bring the passport, not a copy
Prepaid lines are registered to an identity document, and for a visitor that means the passport itself. Registration usually takes ten or fifteen minutes, longer if the shop is busy with bill payments at lunchtime.
Check your phone takes a foreign card
A handset locked to a carrier at home will reject a Digicel SIM, and nobody on King George V Street can unlock it for you. Ask your home carrier before you leave.
Pay for the card and the plan together
The Digicel SIM is reported at around EC$20, about 7.40 US dollars. Ask for the 7 Day Prime Ultra by name and have it activated before you leave, rather than buying loose credit, so you are not billed data at pay-as-you-go rates.
Pay in EC dollars if you can
US notes are widely taken on Dominica, but change comes back in EC dollars and the rate at the till is not always the full 2.70. An ATM withdrawal in Roseau before the store visit gets you the price on the sheet exactly.
Install MyDigicel before you walk out
The app shows what is left and renews the plan when the week ends. Dialling *140# does the same job if you have no data at that moment.

Digicel's week, card included, comes to about 22 dollars for unlimited data and local calls. That is about 3 dollars more than Nomad's 5 GB eSIM for data with no cap at all, and about 14 dollars less than Holafly's unlimited week on the same Digicel network. From the second week onward, with the card already paid for, the gap widens sharply. On price the local card wins.
When the Digicel card is the better buy
When an eSIM is the better buy
The practical split: for a short trip, or an arrival that misses store hours, use an eSIM and skip the counter. For a week or more, pair an 8 dollar Airalo bridge on Digicel with a Prime Ultra plan bought in Roseau on your first weekday morning.
Taking a Digicel Line to Guadeloupe and Martinique
Dominica sits between two French overseas departments, and the FRS Express des Iles ferry from Roseau runs to both: about two and a half hours to Pointe-a-Pitre in Guadeloupe and two hours fifteen to Fort-de-France in Martinique, with three to seven round trips a week depending on the season. No Dominica eSIM from Airalo, Nomad or Holafly will work once you get there. A Digicel card can, with a roaming add-on, because Digicel's Caribbean footprint includes the French West Indies.

All of these include free incoming calls. The Caribbean plans are the relevant ones for a ferry trip and are good value, but confirm at the counter that Guadeloupe and Martinique are on the current list for the plan you buy, since roaming partner lists change.

Is Digicel's unlimited week on Dominica really unlimited?
That is how Digicel lists it. The 7 Day Prime Ultra plan at EC$40 shows unlimited any-use data, unlimited local calls and 150 international minutes, and the Prime Ultra terms we read, updated in October 2025, state no fair use cap on that data. We could not confirm whether speeds are reduced after heavy use, so ask at the counter if you plan to stream every night. For a normal visitor using maps, messaging and photo uploads, it is effectively unlimited.
I land at Douglas-Charles on a Saturday evening. Where can I get a SIM?
Probably not until Monday, or Saturday morning at the earliest if you arrive early. The Ti Cadeau dealer in Weirs near the airport is weekday only and closes at 4pm, and the Roseau outlets close by 2pm on Saturday, except Fone Shack on King George V Street, which stays open until 6pm. Nothing opens on Sunday. An eSIM installed at home covers that gap: Airalo's 3 day 1 GB plan costs 8 dollars and runs on Digicel, the same network you would join locally.
Can I buy a SIM card in Portsmouth instead of Roseau?
Yes. Digicel lists a Fone Shack inside the Whitchurch IGA supermarket at Picard, just south of Portsmouth, open weekdays from 9am to 5pm and Saturdays until 2pm. That is the closest proper outlet for anyone staying near the Cabrits, the Indian River or the northern end of the Waitukubuli National Trail, and it saves a round trip of well over an hour to the capital.
Does a Dominican Republic SIM or eSIM work on Dominica?
No. The two countries have entirely separate networks. The Dominican Republic's operators are Claro, Altice and Viva, and none of them run on Dominica, where the networks are Digicel and Flow. A card bought in Santo Domingo would roam at international rates at best. If you are visiting both on the same trip, plan them as two separate purchases.
Will a local SIM give me signal on the Boiling Lake hike?
No better than an eSIM. Whether you use a Digicel card, a Flow card or a travel eSIM, you are relying on the same masts, and the trail from Titou Gorge through the Valley of Desolation runs through terrain neither network covers well. The advantage of a local SIM on hiking days is a 767 number your guide and guesthouse can call once you are back in range, not extra coverage on the trail.
